Are they building a Nuclear Bomb in Sheffield? University of Sheffield Confirmed as Hidden Partner in the UK’s Next Nuclear Warhead

A research facility at the University of Sheffield has been quietly assisting the Ministry of Defence’s programme to build Britain’s next nuclear warhead, according to an investigation published by independent outlet The Sheffield Tribune in July 2025. The Tribune found that the university’s Advanced Manufacturing Research Centre (AMRC) has hosted a secure cell operated by the Atomic Weapons Establishment (AWE) since at least 2022, working on components for a warhead codenamed Astraea.

AWE is the secretive Ministry of Defence body responsible for designing and building the UK’s nuclear arsenal. It operates from an ultra-secure 750-acre site in Aldermaston, Berkshire, where armed guards patrol buildings holding components made from weapons-grade uranium and plutonium. Those components are assembled into warheads before being transported to Scotland, where they are mounted on Trident II D5 missiles aboard the Royal Navy’s submarines.

Astraea, also designated A21/Mk7, was first confirmed to Parliament by then defence secretary Ben Wallace in February 2020. It is intended to replace the current Holbrook warhead, in service since the 1990s, and will arm the Dreadnought-class submarines entering service in the 2030s. The programme is being developed in parallel with the American W93 warhead, sharing its Mk7 re-entry body under the terms of the 1958 US-UK Mutual Defence Agreement and the Polaris Sales Agreement. In October 2025, defence minister Luke Pollard confirmed to Parliament that Astraea is fully funded within a £15 billion government investment package, which also covers Holbrook’s continued sustainment and modernisation of AWE’s own infrastructure; the specific cost of Astraea itself remains undisclosed on national security grounds. Estimates of the warhead’s yield vary, with some analysts placing it between 90 and 455 kilotonnes, considerably above Holbrook’s estimated 80 to 100 kilotonnes.

The Tribune’s investigation, led by reporter Daniel Timms with additional reporting from Dan Hayes and Faye Bramley, began after a tip from a contact in the manufacturing sector and took roughly four months to substantiate. Freedom of information requests to both AWE and the university met with delay throughout. AWE missed its statutory 20-working-day deadline, requested an extension to carry out an internal review of the public interest in disclosure, then stopped responding altogether; the university, asked separately about its largest ever commercial research contract, initially declined to identify the client on the grounds that the details had been shared confidentially. David Cullen, former head of the Nuclear Information Service and a nuclear policy expert at the think tank BASIC, told the Tribune that slow compliance with such requests is common across the UK’s nuclear weapons programme, and functions in practice as a way of exhausting requesters.

Reporters instead pieced the story together from public records. A job advertisement, later removed from the internet, sought a Project Engineer to work at the AMRC on AWE’s behalf, developing manufacturing processes and testing advanced components. Procurement notices filed under the project code RAPD appeared in at least sixteen university contracts between 2022 and 2023, filed under the Defence and Security Public Contracts Regulations 2011 and requiring bidders to sign non-disclosure agreements. Among the items sought were equipment to analyse the chemical composition of uranium and uranium alloys, radiation detection equipment, and an argon glovebox designed to allow machining in a controlled, oxidation-free atmosphere; argon is routinely used when working with reactive metals such as uranium. Planning documents filed with Rotherham Council, where the AMRC’s Design Centre sits just over the boundary from Sheffield, detailed an additional electricity substation, reinforced window security, an evacuation shelter, and a new gas storage tank later found on site labelled Liquid Pure Argon.

The clearest confirmation came from AWE itself. In minutes from the 108th meeting of its local liaison committee with parish councillors near its Berkshire site, held in November 2023, Andrew McNaughton, AWE’s Executive Director for Infrastructure on the Fissile Programme, told attendees the organisation already had “a secure cell in Sheffield (part of Sheffield University)” where equipment was being trialled and staff trained. When approached by the Tribune, AWE confirmed for the first time that it had been a tier-1 member of the AMRC since June 2015, though it declined to detail the nature of the work, citing national security.

A University of Sheffield spokesperson said its work at the AMRC involves developing and testing new technologies and processes for manufacturing companies, does not involve production of components for deployment, and undergoes rigorous oversight including due diligence and adherence to national legislation and health and safety regulations. The university has previously worked with defence firms including BAE Systems and Rolls-Royce through the AMRC.

The disclosure sits uneasily against Sheffield’s own history. The city council declared Sheffield a nuclear-free zone in the 1980s, and the 1984 BBC drama Threads, depicting a nuclear strike on the city, remains a fixture of local memory. The university’s vice-chancellor, Koen Lamberts, had previously ruled out any possibility that the AMRC would manufacture weapons components, calling the idea unthinkable in an interview with the Times Higher Education supplement; that comment now sits alongside AWE’s own account of work already under way at the site. A document reportedly shared by South Yorkshire’s combined authority at a Downing Street event listed the creation of a secure defence facility at the university, in partnership with defence primes including AWE, as a local economic priority. A source close to mayor Oliver Coppard told the Tribune there had been earlier reluctance about entering the nuclear sector given the city’s history, before the scale of the opportunity won out.

Neither AWE nor the university disputed the Tribune’s findings when given the opportunity to do so ahead of publication. Reporters visiting the AMRC’s Design Centre found comparatively little visible security beyond a handful of cameras, and were not prevented from photographing recent changes to the building. Cullen said the evidence gathered leaves little doubt that the AMRC is a partner in the early stages of Astraea’s development, and that both AWE and the university now owe the public a fuller explanation of the work being carried out in their name.
